Smith claims Moore spent taxpayer dollars taking six employees on a trip to Hawaii.
Moore says it was for two conferences that helped them bring in more money.
Smith was also upset over a card that Moore sent out at the holidays.
"Taxpayers received this, card paid for with taxpayer money, taxpayer's money," said Smith.
"My own personal check went out for that card," said Moore. "The Christmas card I sent out to all elected officials, paid for by Gene Moore, not by the county, not by the citizens, not by the taxpayers. It was paid for by Gene Moore."
Smith is currently the 28th Ward alderman. Moore has been recorder of deeds since 1999.
