Investigators say David Earl Bell Jr. of Sun City, Arizona, acted nervous and suspicious during the traffic stop but did consent to a vehicle search.
Balls of cellophane-wrapped marijuana were found in suitcases and in a toolbox.
Bell was taken into custody and is awaiting a hearing.
