The killing happened in the basement of the family home in suburban Mokena nearly two years ago.
Keith Randulich, 19, called police the same night and said he'd killed his sister. In a confession soon after he said he did it because he believed a relative had been abusing the little girl.
An autopsy found she had been stabbed in the throat nearly 30 times. But there was no evidence she had been physically abused.
