92 dogs dumped on Texas country roads

The first incident happened in Flower Mound where a police cruiser camera captured officers rounding up the dogs.. They rescued 51 Maltese puppies that had been living in filth.

A day later someone dumped 40 Cavalier King Charles spaniels and one cocker spaniel in Denton county.

In both cases, no one had emptied the dogs' cages, bathed them or brushed them for at least six months.

"They're in pretty rough shape," said Human Society of North Texas's Peggy Brown. "They're dirty stinky, matted."

Investigators believe the people responsible for the dumping were trying to avoid a recent Texas law that requires dog and cat breeders to obtain a license by undergoing an inspection.
