On Monday, Rep. Luis Gutierrez announced his plan to curb the sale and trafficking of these types of guns.
Junk handguns are small, cheaply-made guns that do not meet the quality and safety standards that are required of imported handguns.
In 2001, these types of guns were responsible for the majority of murders in Chicago.
"Too many of our precious young people are being claimed by gun violence. Much of it, 97 percent of it, by handguns," said Gutierrez.
Gutierrez will formally introduce the bill Tuesday when he returns to Washington.
