Bond was set at $50,000 for nursing home director Penny Whitlock and nurse Marty Himebaugh. She no longer works at the facility called the Woodstock Residence.
The two women were arrested on criminal neglect and other charges.
Prosecutors do not allege the overdoses caused the deaths of the residents.
