As a federal grand jury reportedly investigates former police commander Jon Burge, the Chicago City Council is pursuing a resolution on police torture.Earlier this year, city lawmakers approved a settlement involving former inmates who claimed they had been tortured by police under Burge's leadership.

The statue of limitations has run out on charges directly related to the alleged torture, but Chicago Alderman Ed Smith says he wants to pursue the arrest, indictment and conviction of Burge through international law.

Burge denies any wrongdoing.
