Stricter rules for Chicago's cell phone ban?

CHICAGO Secretary of State Jesse White wants to ban cell phone use while driving in school zones or construction zones.

The secretary of state says the proposal is designed to protect school children and construction workers. White says the measure he's pushing would also ban texting while driving.

It is already illegal to talk on a cell phone without a hands-free device while driving in the city of Chicago.
