A judge has ruled he cannot force the city of Gary, Indiana, to staff each fire truck with four firefighters despite union demands. The staffing rule was part of a collective bargaining agreement between the city and firefighters. But a judge says it expired four years ago.

The union argued the agreement is still in tact.

Gary officials are trying to fill a $12 million budget hole.

Gary Mayor Rudy Clay has ordered the fire department to cut overtime by reducing the number of firefighters per truck from four to three.
