Police released surveillance video from Northwestern Community Hospital saying it showed the child's mother. They identify the woman as 21-year old Adriana Garcia.
Prosecutors say she concealed her pregnancy from her family.
After her daughter was released from the hospital, police say Garcia abandoned the child.
Garcia is charged with reckless conduct and endangering the life of a child.
The baby is in foster care.
