The NTSB continues to investigate the crash that killed Waugh, two other crew members and a one-year-old patient.
Officials say the radio tower's warning lights were working just before the chopper apparently clipped the structure.
Funeral for pilot killed in chopper crash
Hundreds are expected to gather at the War Memorial in Indianapolis, Indiana, for Delbert Waugh's visitation and funeral. The Vietnam War veteran will be buried in Arlington National Cemetery in January.
