The police were called in to help track down the toddler's parents.
"We saw the janitor and the lady next door, and then -- 'Do you know this kid?' -- and (I told him), 'No, this is the first time I've seen him,' " said Maria Vega, area resident.
"It's just ridiculous how you can have a child and not know where he's at," said Eliezer Vega, area resident.
It is not clear how or why the child got away. But police say it appears he wandered out of the apartment he was in and made his way across the street.
No charges have been filed.
