Prosecutors say Payne falsely identified himself as a high school coach.
The incident happened last Friday morning at a grocery store in the 7200-block of West Lake Street where Payne works.
The 16-year-old identified Payne from a police lineup.
Payne is a registered sex offender. He is being held on $10,000 bond.
