Figueroa died on Monday. Her brother was wounded in his arm.
Witnesses told police earlier in the day Navarro and the two victims had an altercation while driving.
Navarro is due back in court on May 8.
No bond for Humboldt Park murder suspect
April 29, 2009 Ruben Navarro, 18, is charged with first-degree murder. He allegedly shot and killed Jennifer Figueroa as she and her 16-year-old brother sat in a parked car in the 1800-block of North Saint Louis in the Humboldt Park Community on Sunday night.
