Prosecutors say he had a sexual relationship with a 15-year-old girl from March 1997 to April 1999.
He was arrested in September after police investigated a tip from a former teacher at Antioch Middle School who is now in prison for child porn charges.
Owens is on paid administrative leave pending the outcome of the investigation.
