Five-year-old Chesney Allen was found dead last week in a retention pond in a residential area of Indianapolis. Her father says his 9-year-old son talked to a boy in the subdivision this past weekend who bragged and smiled about knowing who "killed" Chesney.
They describe that boy as a known bully.
"I want them to find this boy. I don't want the parents to know who it is from what I say and get a chance to run or whatever," said Mike Allen, father.
Police and the Marion County coroner's office are now investigating the allegation of foul play, despite the lack of physical evidence.
