Police say two people were spotted in a park and approached by officers, who gave chase when the two ran. The foot chase lasted several blocks before Perkins and a 17-year-old were arrested.
Shortly after being handcuffed and placed in the squad car, Perkins was able to escape. He was recaptured three hours later at his mother's house, police say, following a canine and helicopter search.
