Its role is to help the state explore potential funding sources for the $3.6 billion construction project. The project would extend the Elgin-O'Hare expressway east along Thorndale Road to the airport and build the long-sought after west bypass route around O'Hare.
The governor's office says environmental studies are expected to be done by 2012. Construction could start as early as 2013.
