Marcell L. Kellum, 37, of the 700-block of North Laramie, allegedly announced he was police officer and then handcuffed an employee at a West Side store on November 24 at 10:25 a.m. Police say he robbed the handcuffed man and a second employee before demanding they open the register.
Kellum allegedly got away with an undetermined amount of money. He was spotted on the street by police, authorities say, and taken into custody. Officials say he was identified by the victims.
