The suit is a result of a New Year's day incident in which his wife was allegedly forced to perform sobriety tests in the cold and officers used a stun gun on him.
An attorney for Jean and Steven Kotlinski released a video from the squad car's dash cam.
The couple was returning home from a New Year's Eve party when their car was pulled over. Jean Kotlinski told officers she was the designated driver, according to the suit. Nonetheless, officers asked her to perform a series of sobriety tests anyway. When her husband got out of the car to check on her, police Tasered him repeatedly even though he told them he has a heart condition.
The suit alleges officers used excessive force and "unjustifiable violence."
