The RTA says it has received $428 million for fiscal year 2010 that it has been owed since June.
However, the RTA is waiting on another $22 million the state still owes them and the state is already behind in what it owes in the next fiscal year. Altogether Illinois is in arrears on its debts to the transit agencies by a total of $170 million.
Without the state money, the agencies have been getting by with borrowed funds.
