It's been 22 years since Chicago inaugurated a new mayor, and Rahm Emanuel is planning a big party to celebrate.

Emanuel met with former White House social secretary Desiree Rogers and other members of his inaugural committee Wednesday at the Chicago Cut Steakhouse. Later, Emanuel said he wants his inauguration to include people from all over the city.

"I want the whole city to be able to feel it's a participant. It's not just for a few people; it's for families and the whole city to participate," he said.

Emanuel replaces Richard M. Daley as mayor May 16.
