The Chicago City Council is considering changes to cab regulations, as well as a surcharge to help avoid some cuts called for in Mayor Rahm Emanuel's budget, a published report indicates.

According to the Sun-Times, Adlerman Ed burke believes a $1 surcharge for each cab ride could raise tens of millions of dollars.

For the first time in nearly 20 years. the city could make changes to lease rates on cabs and how the meters actually calculate fares.

Supporters of the changes argue Chicago has one of the lowest big city fares in the country.
