Terry Jenkins, 43, was arrested at his home in Midlothian Wednesday.
Officials say three kilograms of heroin is also missing from the container.
But the charges against Jenkins do not mention the heroin, only that he broke into the container in October.
They discovered the heroin was missing several days after the break in.
The heroin has an estimated street value of $270,000.
