Since his inauguration, Emanuel has implemented a number of changes he says saves the city money, including reforms of trash pickup and street cleaning.
Emanuel has also claimed to bring more jobs to the city.
Also Wednesday, the mayor was expected to announce an office building construction project downtown that he says will create thousands of jobs.
