According to police, Tillie Armour, who is 18 months old, was abducted June 12 at 71st Street and Ellis.
She is described as African-American, 2 ft., 2 inches tall, and 26 lbs. She was wearing a pink and orange shirt, orange shorts, white gym shoes, and pink and white barrettes in her hair.
Police say the girl's father was supposed to return his daughter after a visit last week but did not do that. So, authorities want to know where 46-year-old Cleophus Cooks is.
He is believed to be driving a gold, 2002 Chevy Monte Carlo. Police say he walks with a limp and could be armed.
