Alderman James Cappleman wants feeding pigeons to carry $1,000 fine

Ald. James Cappleman of the 46th Ward says people handing out bread to pigeons have caused the birds to congregate in such large numbers that they - and especially their droppings - constitute a public nuisance.

According to the Chicago Sun-Times, Cappleman is proposing an ordinance that would make feeding pigeons on any public way a crime carrying a $1,000 fine.
