He's not providing details. But he says he will continue to make cuts in non-essential employees as he did in his two previous budgets. The mayor says his administration will constantly ask all departments some key questions.
"Is there a better way to do it, is it essential, is that core to your mission? If there's a better way to do it and bring reforms," Emanuel said.
The mayor is facing a $338 million shortfall in the city budget.
