Williamson, 27, was with his father near their home in the 3100-block of West Arthington Street when he was fatally shot on November 30.
Harbin had recently been paroled after serving four years for possession of a stolen car.
Williamson had just graduated from pharmacy school and was killed the day before he was to start his new job.
