Most of the talk this campaign season has been about the presidential race. But at the top of the ballot here in Illinois is a proposal to amend the state's constitution. It would keep lawmakers from using transportation revenue for non-transportation purposes.
Sounds simple enough. But some are concerned. One issue: they say the state couldn't access that money during a time of crisis.
To discuss all this are State Representative Elaine Nekritz of Northbrook and Senator Chris Nybo of Elmhurst.
