Public safety groups are accusing government regulators of not requiring tougher standards for the roofs of vehicles. The head of Public Citizen calls proposed new testing for the strength of vehicle roofs "inadequate."

The groups say vehicles that perform best in rollover crashes include the Volvo XC 90, the Volkswagen Jetta, Toyota Camry and Subaru Forester.

The group recommends that car buyers look for vehicles equipped with electronic stability control.
