New CTA budget plan wouldn't raise fares

The CTA is considering a plan that could close a $155 million budget hole without raising fares or cutting service. Some of that money would be switched from capital to maintenance -- which is allowed under federal law.

The other half of the budget hole would be covered by internal savings -- the Regional Transportation Authority and a temporary reduction in pension plan contributions.

The plan will be presented to the CTA board next month.
