The American Federation of State, County and Municipal Employees union argues that the job reductions should not be allowed until the state finishes negotiating over their impact.
The union also contends that layoffs would create serious safety issues for workers at state prisons.
Quinn also wants the union to agree to unpaid furlough days to prevent some of the layoffs.
