Cell phone video shows the boat struggling in the choppy waters of Belmont Harbor. The two were part of a larger group scheduled for a regatta that was canceled due to rough conditions.
A small craft advisory had been issued Saturday morning.
The 23-year-old instructor is from Milwaukee. He was cited with careless operation of a boat.
Neither person was seriously injured. They were both wearing life vests.
