Officials say they asked all city employees to take a 10 percent pay cut, but the police union would not discuss concessions this year.
The union calls the layoffs premature because they were made before the city presented its 2011 budget.
Aurora says it won't reduce community-oriented police officers, school resource or gang prevention officers.
