The island has remained mostly undeveloped since Mayor Daley bulldozed Meigs Field in 2003, but it could become a major lakefront attraction.
The plan to be unveiled Thursday includes a new concert pavilion, wetlands for migrating birds, and a deep water lagoon where visitors can swim, canoe and kayak.
