Ill. Senate votes to overhaul Medicaid

The plan would give the state more tools to keep ineligible people out of the system. And within four years at least half of Medicaid clients would have to be in managed care. There would also be new ways to fight fraud.

The head of the state's health care department estimates the new measure would save at least $160 million a year.

The bill now goes to the House.
