Protesters demonstrating against federal budget cuts to programs for low-income families stopped southbound traffic on Clark Street in downtown Chicago for about a half an hour Friday afternoon.

Organizers say about 300 people demonstrated against a 21 percent cut to the Housing and Urban Development budget passed by the U.S. House last week.

Police say the peaceful protest turned into an act of civil disobedience.

Eleven people were arrested.
