U.S. Secretary of Education and former Chicago Public Schools CEO Arne Duncan delivered the keynote address at the Ounce of Prevention Fund's annual luncheon in Chicago Wednesday.

Secretary Duncan congratulated his former colleague, Mayor-elect Rahm Emanuel. Emanuel worked with Duncan on President Barack Obama's staff. Duncan called the mayor-elect a "partner" in the effort to improve the quality of education nationally as well as in Chicago.

He said Chicago's school children will be well-served by Emanuel's mayoral administration.
