Durbin was scheduled to hold a forum on the issue Monday.
He also plans to introduce legislation that would reduce incentives that for-profit colleges have to target and aggressively recruit service members and veterans.
The legislation would also require schools to get more of their revenue from sources other than the federal government's educational aid programs.
