A northwest suburb decided to go ahead with a controversial development plan.

Harwood Heights trustees voted Thursday night to buy a piece of property for $4 million. It will then be sold for $100 to a company that will build a grocery store at the location.

Critics say the village can't afford the deal. The money would be borrowed.

Supporters say the grocery will help the economy in Harwood Heights and could draw other businesses to the area.
