Illinois ranks 10th on honest states list

The group studies each state's transparency and ethics enforcement. Eight states received failing grades.

New Jersey tops the list with a B+. Illinois gets a C and ranks tenth on the list, despite having two former governors in prison.

Only five states earned a B grade: New Jersey, Connecticut, Washington, California and Nebraska. Nineteen states got Cs and 18 received Ds.
