An appeals court ruled Thursday that a mentally ill California woman can sue the Chicago Police Department for releasing her near the old Robert Taylor homes where she was raped and almost died.

The incident happened in May of 2006.

After the attacked, Christina Eilman plunged from a 7th floor window and suffered severe brain damage and other injuries.

She had been arrested earlier after creating a disturbance at Midway Airport.

Eilman was bipolar and she was not familiar with the neighborhood when she was released from police headquarters at 51st and Wentworth.
