Officers arrested 29-year-old Amanda Wise and charged her with animal cruelty.
Police say the investigation began when an emaciated dog was found outside the home on East End Avenue.
Officers say some of the dogs were chained to a fence or in crates.
They say there was no food or clean drinking water for the dogs either.
