Courthouses in St. Charles, Elgin and Carpentersville had to be evacuated after Akeil Davis made those threats last month.
The 21-year-old is now facing felony charges of disorderly conduct.
Prosecutors say Davis called 911 and reported that four bombs were hidden at the Kane County Judicial Center.
They say he also called the county circuit clerk's office andd said many people in the county would die.
