Emanuel met Sunday with police officers, small business owners and community leaders at BJ'ss Market and Bakery on South Stony Island. Emanuel said they discussed how to fight crime in order to encourage economic development.
The former White House chief of staff's proposal calls for using TIF funds to hire the officers. Then, Emanuel wants to place them in tactical response units to go to high-crime areas.
"I do believe those are the types of reforms that are necessary. I think it gets us past this wrong choice about taking police out of one community to move them to another," Emanuel said.
Emanuel said he also wants to create a board to set goals for Chicago TIFs, and he wants more transparency so people know where the money is going.
Chicago residents will know all of the candidates officially running for mayor Monday. That 's the filing deadline to submit nominating petitions for municipal elections in Illinois. Candidates have until 5 p.m. to get their paperwork to the Chicago Board of Elections.
