Quinn wants ethics reform in hands of voters

The amendment would allow voters to get referendums on the ballot.

That could affect all levels of government.

And they could create new standards on matters like campaign finance reform, patronage abuse and improper use of public funds.

"When it comes to ethics in government standards of conduct for elected officials at the local and state levels, we need to have mechanisms for the voters to set down the rules, put the voters in the driver's seat, make sure the voters have the last word," Quinn said.

Quinn hopes to get the proposal on the ballot for the election this November.
