Video posted on YouTube shows students cheering and shooting Silly String. Police say they were called when the students refused to disperse. Omar Moreno, 18, and two juveniles were arrested.
Moreno is charged with disorderly conduct. Other students were denied several privileges. Moreno says they were just being kids.
School officials have said they think their response was appropriate and they were making sure students were safe.
