A major city-wide park reconstruction project is underway after a play lot groundbreaking on the West Side.

Work is underway to rebuild the Harding Playground on West Division Street.

Mayor Rahm Emanuel and Park District Superintendent Michael Kelly joined neighborhood residents in touting what they're calling the Chicago Plays initiative to refurbish all 300 play lots in the city.

"Parents are here, kids are playing, it brings a community together and it brings vibrancy and life you can't get any other way," Emanuel said.

It's expected to take five years for all 300 play lot refurbishments to be complete. The mayor says the first 50 will be done by November.
