Alexander Ramos-Pacheco, 24, was arrested around 1 p.m. Tuesday after he and the girl were recognized. Police had issued an alert for the girl and Pacheco earlier this week.
He was taken into custody without incident, Lancaster City officials said.
"Ramos-Pacheco is being held at the police station and is facing numerous charges in this on-going investigation," police said in a statement.
The girl was uninjured, police said, and plans are in the works to return her to her family in Chicago.
